Job duties and responsibilities
Planning
- Work with the URCS Leadership and Project Managers to develop and review operational plans and project documents (concept notes, project proposals, implementation plans etc.)
- Develop PMER tools and guidance notes towards effective and efficient performance tracking and measurement.
- Participate and guide Project Managers in planning processes (contingency, mid-term, long-term etc.) as required.
- Contribute to results-oriented PMER programme systems, including log frames.
Monitoring &Evaluation
- Work with URCS colleagues to develop a data collection system for the National Society
- Follow up with monitoring deadlines and ensure accuracy of information
- Support the development and implementation of effective monitoring and evaluation plans for URCS projects
- Carry out case studies, project reviews, programme evaluations as needed and ensure appropriate accountability standards are maintained
- Provide technical guidance for conducting baseline studies and ensure proper collection and analyses of data
- Support the documentation processes for best practices and lessons learnt based on programme approaches relevant to the implementation of supported interventions.
- Serve as in-country focal point for quality and accountability, and monitoring and evaluation for the URCS Programmes, working with and coordinating with other in-country partners.
Reporting
- Produce accurate, quality and timely narrative reports for donors and other stakeholders, working closely with finance staff and project managers to ensure coherence between narrative and financial reports, and applying a results-based system for planning, performance measurement, tracking, learning and accountability
- Facilitate the compilation of management tracking and reporting tools, progress reports and other information updates as required.
Capacity Building
- Support, advise and guide on strengthening PMER capacities of the URCS staff through training, workshops and other capacity building initiatives.
- Maintain the PMER department’s central filing system.
Duties applicable to all staff
1 . Actively work towards the achievement of the URCS goals.
2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager.
Position Requirements:
Education - University degree in a relevant field
Additional certification in the following; Planning; Monitoring and Evaluation; Reporting or Project Planning.
Experience. Minimum of 3 years of relevant work experience with an International Humanitarian Organisation in Planning, Reporting, Evaluation, Reporting and Programme design, monitoring, participatory needs assessment and data collection/analysis.
Experience in training and supporting staff. Familiarity with or experience in disaster relief, recovery or development work.
Knowledge and Skills
Basic knowledge of the Red Cross Red Crescent Movement;
аnalytical and communication skills and ability to assimilate and process information for wide-ranging audiences;
рroficiency and self-supporting in computers (Windows, Microsoft Office, Email, Internet, social network, etc.); report writing;
documentation preparation/presentation and computer-based production skills;
strong quantitative and qualitative analysis skills.
Languages
Proficiency in reading, writing and speaking English;
аbility to read, write and speak other local languages: Ukrainian, Russian.
