Metrology Supervisor

Accountabilities and responsibilities

1. Supervise all metrology related activities covering both onshore and offshore.
2. Contact person for running all subCONTRACT works.
3. Perform QC/QA on all work done by field verification engineer/technician
4. Conduct regular training to CONTRACTOR PERSONNEL to cascade latest development in the field of metrology.
5. Provide all required materials and resources to onshore and offshore sites for executing verification activities and timely and safely manner.
6. Responsible for transportation activities (send required requests to COMPANY departments to move required material or equipment to offshore) for offshore.
7. Responsible to obtain all paper work for transportation such as but not limited Dangerous Good Declaration (DGD).
8. Responsible for control of manpower required at site.
9. Main contact person on technical issues
10. Support project manager in schedule and un-schedule meeting with COMPANY, SUBCONTRACTOR, and RoK official in addressing technical matters.
11. Involved to all issues related to metrology scope except commercial part.
12. Implement the Metrological provision activities for EP Kashagan.
13. Provide support to the work planning activities
14. Support the sites maintenance team in solving technical problems
15. In charge of certifications, metrological attestation, attestation on procedure of measurements by accredited laboratory
16. Timely verification of Measuring Instrument (MI) calibration and indicators maintenance.
17. Issue log of checking of MI calibration and indicators maintenance.
18. Perform internal audit regularly to ensure all processes and procedures are adhere and in full compliance with RoK and COMPANY requirements.
19. Check verification schedule with schedule of commissioning, overhaul and installation;
20. Ensure all acceptances from COMPANY are obtained after completion of MI verification i.e. from operations team after installing verified/calibrated MIs.
21. Preparation of EP Kashagan to re-start-up from requirements of ensuring uniformity of measurements.
22. Implement the Metrology group quality management system.
23. Developing and reporting common metrological measuring instruments database of EP Kashagan project
24. Verification and audit of process facilities in terms of compliance with the Law on Uniformity of Measurements
25. Implement the verification of measurement instruments (after maintenance and recovery);
26. Work performance to ensure operating conditions of measurement instruments in compliance with the requirements of regulatory and technical operating
27. Participation in analysis of objections to product quality, in terms of shortfalls in metrology provision
28. Verification of complex measuring instruments, process equipment for compliance of established accuracy, complex measuring operations during technological process and product testing, and also measurements related to resolution disagreement between organizations subdivisions for assessment of accuracy and choice of measuring instruments and methodologies, prepare conclusions on base of its results.
29. Monitor mandatory control on condition and accuracy of assembly, installation and operation of measuring instruments uses, technical acceptance of newly supplied measuring instruments.

Qualifications and Experience

1. Higher professional (technical) education and experience in position of metrological support not less than 5 years.
2. Posses’ strong metrological technical experience and has work in this capacity at minimum 5 years.
3. Strong knowledge on RoK Law governing metrology standard and practices
4. Have good reputation with KIMS and RoK metrology related agencies
5. Knowledge and experience in the field of statutory requirements, permits and consents, legal compliance and official technical standards pertaining to measuring equipment and devices
6. Experience in interfacing with local regulatory and governance bodies and authorities
7. Proven experience in the development / maintenance of modern electronic / hard copy document management systems
8. Fluent written and spoken Russian / Kazakh / English language;
9. Advanced knowledge in Microsoft Office software suite, literate in computer
10. Good communication skills, both oral and written, including the ability to make presentations and write effective reports.
11. Self-starter who is able to effectively set and deliver against their own priorities within the context of the current and planned workload
12. Ability to work in team environments, communicate, understand and work within the dynamics of a multi-functional and multi-national environment
13. Ability to work unsupervised as required
14. Confident in management of interface with CONTRACTOR PERSONNEL
15. Capacity to integrate within an international and national workforce
16. Problem-solving and analytical skills
17. Strong commitment to safety
18. Demonstrate a positive and pro-active commitment to HSSE through the personal application of safety critical behaviors;
19. Compliance with Republic of Kazakhstan Statutory HSSE Regulations, Codes and Standards;

21. Supporting/ Participating in Emergency Drills and Exercises as required;
22. Reporting all Accidents/ Incidents and Unsafe Acts/ Conditions in a timely manner
