RAS Program for the Eurasian Fund for Stabilization and Development (EFSD)

Terms of Reference

Development of a Medium-Term Strategy for the Eurasian Fund for Stabilization and Development (EFSD)

1. BACKGROUND

This consultancy assignment will be delivered under of the World Bank’s Program of Reimbursable Advisory Services (RAS) for the Ministry of Finance of the Russian Federation (MOF). The Program aims to support the ongoing governance reform at the Eurasian Fund for Stabilization and Development (EFSD), aimed at aligning its governance practices with the good practices of established international financial institutions (IFIs). The Russian MOF is the leading shareholder of EFSD.

Based on the World Bank’s recommendations, the Fund’s Council (its top governance body) decided in 2017 to reform the Fund’s governance with the goal of turning it into an autonomous IFI, and to develop its first Medium-Term Strategy (MTS). The Council had established a Working Group tasked with implementing the reform and drafting the new Strategy.

The Fund’s MTS will focus on supporting the Member States in their macroeconomic and structural reforms, promoting their competitiveness, financial stability, and sustainability. The Fund’s strategic goals include:

In budget support:

• Securing macro/fiscal sustainability; Supporting policy reforms aiming to increase the efficiency of services provided to the public and/or increasing the competitiveness of the economy.

In investment financing:

• Improving the connectivity of national economies—in particular, trade and transport corridors between Member States; Investing in critical infrastructure sectors such as power and transport; and
• Creating an enabling environment for the development of sectors where countries have competitive advantages, e.g. agriculture and agro-processing;

In grant financing:

• Supporting projects that address urgent needs of social sectors and public sector governance of Armenia, Kyrgyz Republic and Tajikistan.

The MTS should be aligned with the ongoing governance reform of EFSD, support the strengthening of the Fund’s operational capacity, increase its visibility and efficiency, facilitate its collaboration with stakeholders and institutional partners.

The formulation of MTS shall be informed by the Strategy Concept Note (SCN), and the Partnership Concept Note (both prepared under the first stage of this RAS Program).

1. OBJECTIVE OF THE CONSULTANCY

The objective of the assignment is to support EFSD in the formulation of its first MTS.

1. SCOPE OF WORK

In close collaboration with the Working Group the Consultant will draft the MTS, which should:

1. Analyze the economies of the members countries and outline the main challenges. Identify those that should be targeted by EFSD.
2. Outline the MTS goals and how these will be pursued to deliver the EFSD vision;
3. Focus on client-centered development outcomes of EFSD operations;
4. Be actionable and scalable;
5. Be based on lessons learnt from EFSD’s recent experience.
6. Strengthen the complementarity of EFSD instruments for maximizing its development impact.

The MTS should include the following:

1. EFSD’s vision and strategic priorities (based on the SCN);
2. Stakeholder mapping and analysis (based on the SCN);
3. Comprehensive analysis of EFSD operations to date (based on the SCN, with an update if needed);
4. EFSD’s operational goals for the MTS period, including the structure of its portfolio;
5. Key objectives for EFSD’s institutional development, including the formulation of key institutional policies, safeguards, and operational frameworks aligned with good practices of established IFIs;
6. Positioning of the institution relative to other development organizations and goals and priorities for institutional partnerships (based on the Partnership Concept Note);
7. Goals for EFSD’s presence in Member States;
8. Outline the principles of expanding EFSD membership
9. Outline of a monitoring and evaluation framework to measure the Strategy’s impact.

Additional components to the document may be proposed by the Working Group as this work proceeds.

The Consultant should also:

1. Propose a Corporate Scorecard mechanism (tracking inputs, outputs, and expected outcomes) to monitor implementation of the MTS and assess EFSD’s achievements against its objectives over time;
2. If requested by the Working Group, be available to support EFSD staff in presenting and validating the draft MTS at stakeholder meetings;
3. Finalize the MTS documents in collaboration with the Working Group.

Requirements:

SPECIAL TERMS & CONDITIONS

• Communication with the World Bank team
• The Consultant shall communicate with the World Bank team throughout the project period. Key contacts on the WB side shall be co-TTLs for this RAS Program, Sergei Shatalov, Lead Strategy Officer, and Julia Komagaeva, Country Operations Officer.
• Confidentiality
• All materials and documents received from the World Bank and/or the EFSD Working Group, as well as outputs and deliverables produced under the present Contract, shall be deemed strictly confidential and are not subject for disclosure to the third Parties without prior written permission of the Russian MOF.

DELIVERABLES

• In accordance with the above-mentioned scope of work, the key deliverables under this assignment shall be the finalized draft MTS and the draft Corporate Scorecard provided by December 15, 2018.
• The preliminary drafts of these documents shall be submitted to the Working Group by November 15th. The Working Group shall provide its substantive comments within 10 working days. The final drafts of the MTS and the Corporate Scorecard shall be submitted to the Working Group by December 15, 2018.
• Scope: 20 pages minimum (Times New Roman, font 12, single-spaced).
• Language: Russian.
• Consultant’s Special Qualifications:
• MA/PhD degree in Economics, Law, Corporate Management, Public Policy, Finance, Development Studies, International Relations, or relevant field;
• Over 15 years of working experience with focus on corporate governance and strategic planning;
• Working knowledge and prior experience in advising on corporate governance and strategic planning issued at the IFIs whose development objectives are similar with those of EFSD;
• Proven analytical, research, communications, and writing skills;
• Ability to draft documents in Russian shall be deemed a strong advantage;
• Full effectiveness in working with English-language documents and full fluency in English;
• The Consultant should provide 2-3 references of similar engagements completed recently for development finance institutions with mandates close to the EFSD’s mandate.

Timetable

Consultant will be engaged for 30 days including the probation period of 5 days from September 25, 2018 through December 30, 2018. The duration of this assignment could be revised based on the Consultant’s performance and the Client’s needs.

Work experience on Eurasian regional cooperation issues shall be deemed an advantage;
