The position of FMM Small Projects Engineer has opened in an international oil & gas company providing technical and engineering support services for oil & gas projects globally. The project is Sakhalin-1. Client is ExxonMobil-Neftegas Ltd. (ENL) and the location is on Sakhalin Island, Russia.
Responsibilities:
- Provide accurate, clear communication as the single point of contact for construction execution engineering support as required for all assigned Field Managed Modifications (FMM) projects.
- Maintain a clear understanding and provide necessary support of the Production Unit’s goals and objectives (Licenses to Operate, Volumes, and Organizational Development).
- Ability to demonstrate in being fully cognizant and implement all ENL’s core value principles in all his or hers communications, actions and conveyances to either his or her subordinates and Contractors personnel alike.
- Ability to effectively interface with ENL functional groups and core contractors to advance progression of active FMM projects in the execution phase and needs as required.
- Ability to effectively interface as necessary support design engineering team, local or offsite, in the development and clear definition of new opportunity modification scopes to achieve business objectives and/or improvements. Assist in Operation Technical Engineering in organizing “brownfield” verification activities as required.
- Interact with FMM Team as a whole in being active contributor towards identifying successful execution methods and techniques towards achieving overall success of FMM stewarded projects.
- Willingness to assist and support, as needed or requested, in effective mentorship/coaching/guidance for our FMM employees.
- Uphold ENL’s responsibilities and obligation to follow and adhere to Employment Agreements, local regulations and requirements of the RF legislation as specified by the RF Labor Code as applicable and required.
- Lead ENL Representative for FMM Team to serve as the primary contact (POC) for new small project opportunities being assigned or considered for FMM engineering and execution stewardship. Primary contact is extended to our E/I and Mechanical Principle Contractors for all design scope definition, review and final design endorsement/approvals prior to onsite execution activities.
- Lead role of stewarding and primary responsibility in assuring our core Contractors are maintaining 100% compliance to ENL specifications, standards and drawings developed for required Construction Execution at all ENL facility, offshore platform or well site, as applicable.
- Supports compliance with EMCAPS process for project management and assist the FMM execution team in meeting EMCAPS deliverables
- Support and liaison with YPO Op Tech Facility and Plant Engineering groups in Brownfield toolkit scope definition, Gate 2 scope verification, Gate 4 Construction deliverables and review, and start-up
- Lead role in development, reviewing and endorsement of ITP’s and Pre-Commissioning packages
- Lead in requesting engineering and execution cost estimates
- Vendor coordination for those projects requiring in-country/onsite commissioning & start-up support
- Lead role for all FMM Constructability reviews and Construction Plans endorsement
- Review and endorsement of FMM Project Method Statements and/or Construction Execution Plans
- Assist FMM Planner/Scheduler in developing project schedules
- Provide timely and accurate responses to all submitted “RFI” request until closure or approval is obtained
- Lead Coordinator in providing weekly project reports of status for all active FMM Projects in engineering/design stage and execution until Turnover and Acceptance (TOA)
- To communicate effectively and professionally with the Contractor’s management and workforce in requested engineering services
- Core Member for all FMM projects involving Risk Screening and further Risk Assessment as they are applicable to safe execution of projects
- Provides assessments and advice on material needs
- Support our core contractors Document Control personal as required
- Supports FMM Execution Team on technical issues that develop on site during construction phase
- Support QA/QC compliance
- Contract administration skills to enable coordination of core engineering contractors
- Project Job Book documentation development and compiling to assure it is complete
- Interface with procurement and sub-contractors and update systems with current and remaining commitments.
- Create and maintain project risk register.
- Administer project delivery related contractual obligations including relevant change management and close-out requirements.
- Provide expertise in developing project controls tools including resource and physical progress measurement and performance assessment systems; and efficiently integrate with existing cost and schedule systems.
- Reporting to the Project Manager and working closely with the Project Team.
Requirements:
- Project Management reporting skills
- Sound business knowledge and decision making abilities
- Ability to establish project key performance indicators
- Knowledgeable of project documentation and document Control
- Thorough knowledge and experience of all Contractors work phases
- Good creative problem solving and resolution implementation
- Knowledgeable in Multi-Discipline construction terminology, Contractor Interfacing & Project Engineering
- General Understanding of project specifications and piping, electrical, instrumentation nomenclature
- Possesses knowledge of applicable Russian Federation regulations
- Demonstrated ability to effectively influence of others
- Thorough knowledge of Safety Regulations and Procedures for oilfield related facilities
- Excellent oral and written communication skills in English
- Teamwork, initiative, self-motivated, good and clear communication skills
- Engineering degree or proven technical competency (Technology Degree)
