Job Purpose / Scope
Kentech Field Managed Modification (FMM) team is a Project group working under a Kentech maintenance contract on the Sakhalin-1 Project in Russia. Current FMM Project scope primarily includes Electrical & Instrumentation (E&I); Heating, Ventilation, Air-Conditioning & Refrigeration (HVAC-R); Control and Automation (C&A); and Telecommunications. The Senior Coordination Engineer will be responsible for the oversight of all project deliverables. Successful candidate will ensure that all deliverables are as per client specifications and Russian standards. Interacting with and being active contributor towards identifying successful execution methods and techniques towards achieving overall success of FMM stewarded projects.
Duties and Responsibilities
- Study Kentech and client design and engineering standards, specifications and procedures and incorporate these into project design deliverables for turnover to client.
- Ensure all QA/QC control measures and procedures are documented, implemented, auditable and fully compliant with client Work Management System (WMS), Russian regulatory requirements and with all applicable codes, standards and facility specifications.
- Assist with the arrangement of required service subcontracts, establish and implement independent control audits of suppliers and subcontractors.
- Point of contact for review and approval of project documents required for survey and design activities, ensuring compliance with regulatory and specification standards required for turnover.
- Ensure alignment of drawing development with Russian GOST R regulations.
- Responsible for review and approval of survey conceptual reports and detailed design packages.
- Serve as the main point of contact for interaction for State Expertise and regulatory Industry design approvals.
- Provide support of constructability, commissionability & risk review process.
- Support to engineering MTO/BOM process, utilizing Kentech Integrated Management System (IMS) tools and procedures, and ensuring material and equipment identification complies with necessary technical standards and regulations.
- Assist with the development/review processes of project Work Method Statements and Work Execution Plan compilation, as required.
- Responsible for the production, approval process and implementation of all project related Inspection Test Plans (ITP’s), and Checksheet library.
- Develop individual project completion databases to identify and monitor system completion and turnover (for construction (A) & pre-commissioning (B))
- Ensure that Sub-Contractor and Supplier Quality Management Systems (QMS) and Project Quality plans are developed, documented, agreed, implemented and reviewed regularly as required.
- Oversee and verify construction completion activities for each discipline, ensuring all required inspections and tests are implemented correctly, and that required verification and acceptance processes and documentation are implemented.
- Ensure that non-conforming project activities including potential non-conformances are identified and resolved through approved quality procedures.
- Responsible for the review of completion and turnover documents required to substantiate mechanical completion and commissioning, providing technical and regulatory guidance on the compilation of turnover Deliverables for Operations (DFO) packages.
- Assist with coordinating compilation of Project Completion lessons learned.
- Coordinate with inspection agencies and vendors for the timely performance of their work, including the coordination and witnessing of commissioning / testing, and Factory Acceptance Testing (FAT) where necessary.
Skills Requirement
- Knowledgeable in Multi-Discipline construction terminology, Contractor Interfacing, Project Engineering and EPC Project phases
- General Understanding of project specifications including electrical, instrumentation & HVAC nomenclature
- Thorough knowledge of Safety Regulations and Procedures for oilfield related facilities
- Proven communication skills in English
- Experience in utilizing International standards, National Regulations, Codes and Technical Specifications for drafting design deliverables.
- Teamwork, initiative, self-motivated, good and clear communication skills
Minimum Skills & Experience:
? AutoCAD, MS Excel, MS Access, MS Visio, and MS Word.
Preferable Skills & Experience:
- Experience of drafting of design deliverables in Electrical, Instrument, HVAC and other disciplines.
- InTools (Smart Plant Instrumentation), PDMS, SKM PowerTools software experience desirable.
- MS Project / Primavera experience desirable
