Responsibilities:- Perform an overall assessment of the supply chain management of the EPC contractor including review and verification of procurement methodology;
- Monitor EPC Contractors procurement activities including its adherence to the approved vendor lists and the review of material requisitions for material/equipment not already awarded during FEED stage as LLI; Plus all other Equipment .
- Review technical bid evaluation reports for high value equipment (i.e. high volume vessels and reactors, compressors, turbines, high pressure heat exchangers, DCSs, high voltage transformers);
- Monitor suppliers/EPC Contractor provide an Inspection and Test Plan (ITP) within a set period of time after the award of purchase orders including but not limited to the identification of intervention points (“Witness point”, “Holding”, etc.) for inspection interventions by third-party inspection agencies on behalf of the Client; monitor the inspection of Vendors under the EPC Contract are carried out in accordance with an approved inspection and testing plan (ITP).
- Monitor mobilization of personnel of a third-party inspection agency engaged by EPC Contractor for inspection at the Vendor's plants.
- Organize team of specialists/ PMC inspectors to attend the main tests of critical equipment/LLIs approved by Client; monitor EPC Contractor’s implementation of the Inspection Plan, implementation of the quality management program and inspection documentation;
- Review and verification of inspection reports and of equipment test reports at the manufacturer site;
- Carry out audits to verify manufacturers' readiness for the start of work (as part of pre-inspection meetings) and participate in all stages of factory tests for the manufacture and acceptance of equipment defined and agreed by the Client.
- Participate in review of the Project Quality Plan and the appropriate quality procedures, monitor the implementation of the Project Quality Plan and conduct periodic quality audits.
- Organize and keep up to date the status of equipment/material quality control, updating punch lists and monitoring of elimination of detected defects, comments and deviations.
- Review and verification of expediting and inspection procedures, delivery procedures, spare parts list, vendors’ documents status reports and inspection reports;
- Monitor logistic control by the EPC Contractor for the transportation of materials from Vendors to the Site;
- Monitor delivery is being carried out based on schedule and the material management program is implemented, report on any schedule or quality issues;
- Organize presence of engineers in key tests of critical equipment in accordance with the recommendations of the EPC Contractor approved by the Client;
- Develop progress reports on procurement/inspection functions highlighting any key issues and risk.
- Knowledge and experience in international PMC contracts related to the development and execution EPC Contracts.
- Hands-on experience in procurement and inspection process requirements for the key equipment/material for the facility type;
- Experience in major Onshore Oil & Gas Projects, or for Major Oil/Gas Company or EPC Contractor.
- Clear understanding of technical specifications and inspection requirements for the key equipment/material to be procured for the facility.
- Ability to use all the resources effectively and efficiently.
- Good knowledge of computer based systems including, Microsoft Office applications.

Education: Bachelor degree in engineering or similar field is minimum requirement; Master degree and or professional accreditation from TUV kind of QA/QC-Inspection associations preferred

Professional experience: Min 15 years experience in comparable projects with similar Procurement/inspection role; min 5 years – Managerial experience
