The Deutsche Gesellschaft f?r Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is seeking a qualified professional for Support structural change in Ukrainian Coal Regions to fill the position of Advisor on Construction and rehabilitation supervision (full time, Kyiv)

In the upcoming decade, unprofitable state-owned coal mines will be seizing its operations. This poses major social and economic challenges for the coal regions. The structural change needed to overcome them, based on the concepts of Just Transition and Green Recovery, can provide new impetus for the development and growth in the affected regions, and beyond. Decarbonization of the economy also makes a significant contribution to Ukraine's ability to raise its level of ambition in the context of global climate protection.

The aim of the project "Support for Structural Change in Ukrainian Coal Regions" is to ensure that Ukraine carries out the structural change associated with the coal phase-out in a socially and economically compatible and ecologically sustainable manner, with the involvement of civil society, using appropriate funding instruments in accordance with the concepts of Just Transition and Green Recovery.

This position foreseen Ukraine-wide travels, in case necessary, under a business as usual scenario (i.e. when travel restrictions are lifted).

Area of responsibilities:

  • Advising the Project on the issues related to the pilot project implementation in relation to structural change in Ukrainian Coal Regions.
  • Provide on-going advice to successfully implement identified Pilot Projects in the target location in close consultation with Regional Office Teams.
  • Assess Elaborate structural and engineering assessments of buildings and various mine facilities.
  • Dress-up technical specifications terms of reference for construction and rehabilitation projects.
  • Prepare the relevant contractual documents, support procurement in tender processes, follow national and international bidding procedures, and ensure quality control of the services delivered by external construction contractors.
  • Facilitates continuous dialogue in close cooperation with project team lead with the Local Government and other key partners to support proper partnership in common development efforts in the area of structural change in Ukrainian Coal Regions.
  • Collaborates with regional, national and local partners to create and apply knowledge and concepts that will help partners achieve project development objectives.
  • Provide on-demand support on any relevant issue related to the construction works raised by the project management.
  • Contributing to the development and review of knowledge products in close coordination with the regional teams by analyzing and sharing lessons learnt and project evaluation results.
  • Preparing Terms of References for construction consulting contracts and researching projects and ensures quality and compliance with GIZ rules of the services provided by external experts and service providers.
  • Support the preparation of the tendering documentation for selection of construction contractors
  • Participate in the tender evaluations as an observer and provide expert input during the evaluation of bids for construction works.
  • Engaging in the operational planning, priorities, and activities of the team, together with the Head of Components and other project members.
  • Assessing research priorities, identifies needed data and good practices, and agrees on research scope and methodologies.
  • Verify that the construction works are corresponding to the design, and the quality of the installed materials meets the desired standards. Alert the project management on any identified deviation regarding the quality of materials used and construction methods applied in comparison to the requirements of the relevant national legislation and the tender documentation.
  • Liaise with GIZ head quarters’ construction department for international tenders and regular quality checks.

Requirements:

  • MA/MSc in Construction, Architecture, Structural engineering, Energy or Natural Resources Management.
  • At least 5 years professional experience in the construction sector; ideally with knowledge on energy, environment, and energy efficiency.
  • Preferably experience with the international development cooperation sector.
  • Good knowledge and solid personal network of the relevant energy stakeholders in the public and private sector as well as in academia, research institutes.
  • High proficiency in written and spoken Ukrainian and English. German knowledge is an asset and should be aspired if not yet existent.
  • Strong liaison skills with multi stakeholders.
  • Strong coordinating skills and understanding of the substantial issues of development cooperation and administrative aspects of project management.
  • High political sensitivity and inter-personal skills, capacity to coordinate and communicate with political actors on different hierarchical levels, maneuver activities and mediate interests in a complex political context.
  • Very good knowledge of quantitative research methodologies and scientific excellence.
  • Proficient use of MS Office Package; additionally, data processing and analyzing software (e.g. State, SPSS, R).
  • Ability to self-responsibly organize and implement assigned work and responsibilities
  • Ability to design and lead implementation of new systems \ideas
  • Ability to prioritize tasks independently with possible time constraints and workload
  • Ability to get well on with others and be a team player
  • Goal orientation combined with a high level of frustration tolerance
  • Willingness to upskill as required by the tasks to be performed
  • Ability to make new and useful ideas work, improve performance and satisfaction
  • Customer and service-oriented attitude

Employment conditions:

  • Full time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts in January 2022. Contract duration is 3 years.
