The Deutsche Gesellschaft f?r Internationale Zusammenarbeit (GIZ) GmbH is implementing the Service Center for Cooperation with Economy (SFF) in Uzbekistan.Responsibility for the successful support of a Service Center for Cooperation with Economy in Uzbekistan, ensuring the smooth running of the parallel project activities, ensuring the results of the activities and the performance of the GIZ contribution in Uzbekistan.
Private Sector Development Specialist for Service Center for Cooperation with Economy (SFF) in Uzbekistan performs the following tasks:
• Support of cooperation partner in the planning of project concepts
• Development of work packages and key figures for projects
• Planning and organizing of steering committee meeting of projects
• Monitoring of implementation of project concepts
• Development of work packages for international and local short-term experts (internal & external)
• Planning, managing, communication and organizing of project activities
• Support in technical and finance reporting
MANAGEMENT
• Ensuring efficient work of all cooperation partners within the project measures
• Ensuring administrative procedures
• Procurement of consulting and expert services (acquisition, contract preparation according to PuR, contract amendments, settlement monitoring etc.)
• Technical management of administrative support staff.
MONITORING OF IMPLEMENTATION OF PROJECT CONCEPTS
• Development of monitoring tool for project implementation
• Development and update of SWOT analysis, impact matrix and other monitoring instruments
• Сollection and analyze of content-related data
• Planning and content-related organization of short-term expertise (local and international);
• Preparation of ToR for STE, preparation of contracts (with Country office Uzbekistan and contract management GIZ). Integration of the results of the STE missions into the overall project context;
• Procurement of consulting and expert services (acquisition, contract preparation according to PuR, contract amendments, settlement monitoring etc.);
• Monitoring of project budgets
COMMUNICATION
• Advising GIZ stakeholders as well as potential cooperation partners in instruments and programs of cooperation with economy and implementation of the projects with economy
• Management of communication with national governmental and non-governmental partners, GIZ internal structure, external experts
• Communicating and requesting solutions, changes, and postponement in implementation (including any necessary changes in indicators, activities, budget etc.) with the service center for cooperation with economy
• Development and use of networks, cooperation, and knowledge management
• Ensuring smooth communication between partners and all stakeholders; Ensuring close coordination with GIZ Country Office in Uzbekistan.
Other duties/additional tasks:
• Coordination of the entire project planning, regular adjustment of the operation plans according to the time schedule;
• Preparation of the biannually technical and finance reports
• Assumption of other activities and tasks as instructed by the Regional Senior Adviser.
Required qualifications, competences and experience
Qualification
• Bachelor in an area of business communication, strategic management, business development and marketing; MA or MBA is desirable.
Professional experience
• Minimum 7 years professional experience, at least 5 years of local and international experience in business
Other knowledge, additional competences
• Experience with programs and instruments for economy, desirable of German development cooperation
• Theoretical and practical skills in management of companies
• Strong negotiation skills and assertiveness in complex negotiation situations
• High level of management skills
• Very good communication skills
• Presentation and facilitation skills
• Ability to work independently and self-motivated as well as in a team
• Language skills: German/English and Uzbek (fluent in spoken and written), Russian (Conversation)
• Good computer skills (MS Office program, Excel, Power Point)
Strong negotiation skills and assertiveness in complex negotiation situations
This is a full-time, fixed-term contract of 5 months (40 hours per week)- till June 30, 2022.
